aion's system works heavily on chains. one event or skill triggers another skill's activation. its probably an on-dodge activation skill, or a % chance activation on another close range skill. with a heavy cooldown timer. mages have several skills that help them keep their distance anyway. roots, sleeps, slows, blinks, damage shields, so adding another method of getting distance either comes with a heavy prereq, or long cooldown. one of the major problems in the game is the advantage of range. its far easier to kite in 3 dimensions than it is in two (aion has flight). its difficult to adjust it without completely reversing the tides of pvp. changes are not made lightly.
