A processor's stock life expectancy is about 8-10 years. My Sempron 2800+ is rated to withstand about 8 years. Now clocking it up 600MHz at 2.2GHz has taken off about 2-3 years, which is fine because I upgrade my machine every 1-2 years or so. Really what I am saying is that most people will upgrade before it dies, just make sure it has decent cooling.
In his case, the 3800X2 is PLENTY powerful enough for games today. Later on when it gets outdated, he has the option of overclocking.
2GB is crucial, especially for newer games.
If you are on a budget, the PSU in my sig is 450W and has 36A total with dual 12V rails, which is awesome.
And Newegg doesn't rip you off, you need to be concious of current prices on parts. The machine in my sig is a budget one and costed me about $650 off of Newegg, it would probably cost me about $800 at Micro Center or CompUSA or somewhere like there.
