Youve heard of the level 18 with full dragon? Well im going to be level 38 with whip! (Lowest possible)

Goals:

70 attack
1 strength
1 defence
11 prayer (Quest for experiments)
Hitpoints: 61

You could go to rock crabs, and not gain the extra 2 combat levels (so that isn't the lowest

Also, if you used lamps). Good luck on that, because it might take a while with 1 attack and strength. Have him stake until he's 1,000exp from 71

since you'll keep 1 str and def, maybe you could try on monks in monastery...

In members they're not crowded, and if you hit constant 1s they'll heal themselves up so it's almost like training forever on 1 monster.
