You need to have the Death To Dorgeshuun quest complete and the Watchtower quest complete also. I use the Bone Crossbow along with maybe 30-50K bone bolts. They hit decently high too, I was hitting 16's. It's pretty accurate too so you hit most of the time. Overall it's a very good training weapon.
Anyway, I go down to the caged Greater Demons in the Ogre enclave south of Yanille. I stayed there for about a week from 74-80 Range. Greater Demons are 463 xp per demon, so it goes pretty fast. Oh, and if that's not enough here's my drops.  
Add about 6 level 3 clue scrolls to that too.Is that how you got all your Rune Full helms Southrend?
