If you mean text layers, you should click the button with a capital T on it, then you click wherever you want to place the text layer on the image, type the text in the "GIMP Text Editor" window that should pop up and you have it.
If you mean fonts, GIMP should scan for new fonts every time it starts. It is kind of annoying that there's no "Refresh" button in the font selecting menu...

Or if you mean adding fonts, you download the font and extract it to your C:\Documents And Settings\User\GIMP.2.2(something)\Fonts
and then restart GIMP, then you should have your fonts ready.

You don't have to restart theGIMP, just click the little refresh button at the bottom of the Fonts menu.

Well, I extracted some fonts from dafont.com into the fonts folder in GIMP, but they do not show up.
