I have a picture that I want to post in my siggy,how do I get it to be transparent?

You won't be able to achieve this with MSPaint for a start.

Download Macromedia Fireworks MX04 [(trial) if you don't have it already] and use the transparency tool to toggle it's visage to your likes 8)

or get photoshop (7) and remove the background then save as .gif.
