I think what this is is that you know how people lock up their bike with a thick plastic thing? Well he could use those to cut them open. The Key. =)
I like the idea, but why would you want to do that?

Those are wire cutters.

They're used to usually break the bike lock chain, thus making it a key to every bike. :)

That made me laugh. =D>
