When you post in a forum with post count, and that post is moved to a forum without post count, you don't originally loose the post count. So when a post resync is done, you would loose that post count number. You don't gain it if its moved vice-versa, either. Therefor most have lost post count, and some have gained. If your post count is lowered it's usually back to 0 and you will be contacted.
A post count resync was necessary because disabling post counts in forums was a modification in phpbb2, so it didn't transfer to phpBB3, which has it as a core feature. So everyone had many more posts than they should of, as places like G&A, Hall of Fame, Newbies/Retirers, Sandbox, etc. were counting towards them.
