question about goal sigs

i set myself the goal of getting 80 cooking, im currently about halfway to 72, although when i make my sig, set it for level 80 goal , it shows im already like 43% there, which is how far i am if i started at level 1 with 0 exp.
is there a way to get a percentage starting at level 70 to 80?

No, the current way the sigs work do not allow for this. Possibly in a future version they will ;)
