I am currently lv 26 and herblore is pain. I need help to gte to 35. what is the cheapest ways to lv it.

Chaos druids drop a lot herbs frequently and you will get some combat XP.

Make energy potions. Chocolate dust is easy to get, at the Grand Tree there's chocolate dust and bars for sale.

If you have done Mort'ton Shades quest, you can make Serum 207 potions. Buy tarromin cheaply (300-500ea), burn trees to get ash (which is a second ingredient) and off you go :-)
This way you use cheap herbs and save harralanders for better selling combat potions.

If you don't want to buy anything, then get herbs from Chaos druids (tower just outside the wall north west of Ardougne) or from Slayer monsters.
