PLEASE HELP ME WITH A CLUE SCROLL!!!!!!!!!!

[size=18][/size] i have just had a clue scroll and am really stuck. this is what the scroll 1st said.You'll need to look for a town with a central fountain. Look for a locked chest in the towns chapel. i found that in varrock but then i tried to open the cest in the churh and it said... The chest is locked! an inscription on the chest says: Property of clock tower monestry. please help i have no idea where to look next. thanks.[/b]

I CHECKED BOTH THE 1ST ONE DIDNT HAVE CHESTS IN IT
