Wanted quest problem

I'm working on the Wanted quest and have talked to the black knight, but when I went to the Zammy altar in Varrock, the guy I need to talk to wasn't there. In a possibly related problem, the quest journal entry says I still need to try the comm orb out even though I already watched both cutscenes.

Any idea what I can do to finish this?

He's somewhere in the Wilderness north of Edgeville. It's around the point where the River Lum comes above ground.

what were the 2 clues given to you by the zamorak mage, and the black knight leader? think about them both very carefully and head o where they mention.

Thanks. That was it, I just didn't think they'd MAKE me go into wildy to finish a quest.
