You have to have snake skin to make it you can get it from killing a snake which is kidna random event from a mini game Two-Wanai clean up :wink:

if i recall correctly it takes roughly 46 snakehides from there to make the full set, you just take it to any tanner and stitch it up like any other leather armor with a needle and threads.
