Nobody knows that. Personally I think crafting Death Runes will come this month. But we know for sure when Jagex posted it in the news section when it will come out

if death crafting is released then it will probably be in lvl 50+ wildy and you need some crazy agility lvl to get there

It's been confirmed by a J-Mod that the additions to the skill coming out this month is Runecrafting.
