you can't treat herbs I don't think.
all you have to do is put in compost before you plant.

need a seed dippler and some super compost for best yield. Also the magic secateurs is a great item to have to get a lot more herbs.

Hate to self-promote but I thought it was relevant. :P

In brief, to grow herbs you should first treat the soil with supercompost, and use a herb seed of your choice on the patch, with a seed dibber in your inventory. As said by power crazy it is advised that, when you come back to pick the herbs, you should wield magic secateurs (from the Fairy Tale part 1 quest) as they increase the number of herbs you get from each patch. When you pick the herbs you also need a spade in your inventory.

You can't pay anyone to look after the herbs or protect them using flowers etc; all you can really do is rely on the supercompost and hope it does its job. However if you do notice they become diseased you are able to use a plant cure on them before they die.
