Best way.

What is the best way from lvl 51 mage to lvl 60? I cannot spend more than 250k on this atm.

Maybe... Depends how much all the water and earth runes will cost along with the bodies.

If you can get the right amount, go and cast curse on the Zamorak Mage in Varrock Castle.

Do any quests/mini quests that give magic experience up to 55. High alch the rest of the way (either by fletching first or maybe doing green d'hides or pouches)

If you runecraft the nats, you make tons...

You probably won't be able to make any. Usually green d'hide bodies go for 4.4k each (as they're usually at minimum price). They alch for 4,680. If nats are less than 280 you make a profit. Last time I checked they were 284 (average. you might be able to buy lower). You need 1648 alchs to get from 55 - 60, so if you buy at average price, you lose 6.6k gold... Which is nothing for magic. Not only is this effective money wise, but it's 80k an hour experience. Should be able to finish it in an hour 20 minutes. Warining: Alching is very boring.

You'll have to double check whether you can in fact buy green d'hide bodies at 4,400. It might take you a while, but if you want to lose less money, patience is the only way...

I think I might just get high enough fletching, and alch yew longs.

55-60, alching is the best. It only takes 1,648 alchs to get up to 60. 51-55 you could try crumble undead. You may be able to afford it.
