what does charge do. what are the "arena spells".

The 3 god spells, Claw of Guthix, Flames of Zamorak and Saradomin Strike. I believe it doubles the power, letting them hit 60 damage.

Its the god spells, but their power is temporarily increased, you cant hit 60's. Max ive seen was 34 with zammy spell

To get the staff, you need to do Mage Arena Mini Game..

yea, look at the mage arena guide and:
you have to cast it 100 times in the arena so you could use it outside of the arena and look at how many runes you need for 100x in the mage arena guide. (my post for how many runes you need)

It is worth it, my friend 3 hit a level 84 using charge (30, 29, 15). He 0wns. Good luck trying to get it..takes 80 mage (thats a *shaving cream* load of runes!!!) thanks for listening
