It's a picture of the RuneScape-2-Beta catastrophe, also known as "Teh Bank Bug of D0om!".

Players fonud a way to plant Mithril Seeds (which then still sprouted trees) inside a bank, causing the tree to overlap the bank window, which caused it to disappear. Players could walk in and out as long as the tree was still there; if it disappeared, they were stuck in there unless they teleported out or had another player open up the "passage" again. See that guy in the purple shirt, green hair, purple cape, and god staff? That's Mod Daniel. 8)
