Try restarting your comp that might work.

do you get a error message?

try to download a rs client, opera web client or mozilla firefox web client.
or try to update your java player.

Some questions:
Do you have a firewall? if so, what type?
Do you have Sun Java or Microsoft Java installed?
Have you accepted the JaGex Java Security form?
Have you tried using low detail?
Have you tried going down to the bottom of the detail selection screen and selecting that it uses an unsigned java applet?

Tell me the results and I can help you out.
