A sticky is always at the top of the forum, above all the threads. It's also not pruned (otherwise known as eaten by the *insert number here* page monster, it stays there until someone unsticks it), and it usually contains important info.
In the RuneScape official forums, it's a place for everyone to talk in one place so Jagex doesn't have to bother with a bunch of threads. Although, I don't like stickies because half of the people on there just spam it, and no one pays attention to what you are saying.
