It's a matter of being mature enough not to do anything stupid and knowing how to handle a crisis that might come up.
While *some* young people might be mature enough and good enough to do it, the mass majority aren't going to be as well suited for it as an older person. And while you get retards at any age, I like to believe it's reduced the older you get.
In fact i know it is, going by how school was, college was and now life beyond is. I honestly believe if the limit got raised you'd see less accidents on the roads.
As far as the age debate goes I fail to see a major difference between 16 to 18. Or 18 to 21. Or even 16 to 21. People who are incapable for whatever reason are going to be incapable for a long time. They won't just wake up on their 21st birthday and suddenly be able to drive safely or be more responsible with alcohol. That's the point.
I do agree people get more responsible and mature as they age but I don't think the difference between the ages of 16 or 21 makes that much of a difference. But of course making the drinking or driving ages 30 or 40 would be a little unrealistic.
Plus the majority of accidents on roads are new drivers, regardless of age. So if you did raise the driving age to 30 or something along those lines you'd still get a relatively high number of accidents from people driving for the first time and who aren't that confident on the roads.
