Yes, that would be verbal abuse, because if someone of higher athority than you (Teacher, Principal, Administrator), screams (in this case, for the phone out of her pocket) at a student or person under their athourity, and makes them CRY and shake from Trauma, that is just NOT right. NOT right at all! (PS:That's what I am like: Teachers yell at me from doing something as taking my cell phone out during class to see something important, and they yell at me... I still hav'nt gone to school for 3 weeks. I might even not go to school anymore...)
