Well, just click on it... Or, if it doesn't have the "wear" option, I guess you can't wear. I can't help much, because I have no clue what it is.

You need to complete the latest quest "Slug Menance" to wear it. If you mean the Prosolyte armor. And you overpayed it. The whole set is around 25k.
