from what i can tell u need to be at least lv 60 and u cant have ever been reported

1. no combat lvl is required.
2. u dont ask to be one u get asked by jagex.
3. jagex selects player moderators based on their own ideas of good players, and to the best of my knowledge have never told a player moderator why they were choosen to be one.
4. just play the game and be helpful both in the game and in the official rs forums and jagex may decide that ur worthy.

Why on earth do u want to be mod? Its no fun. Eveybody zip up whenever there is a mod around. And u get all kind of ppl coming to you asking question , favours ..etc.

Its not cool at all except for the nice looking thing u got infront of ur name.
