He can mine with an addy pick if he is lvl 3. All he needs is over lvl 30 mining. But he would need 30 attack to wield it.

If his mining level was high enough he could be using a rune pick. He couldn't wield it, but he could still keep it in a slot in his inventory. That's what I did when my mining was higher than my attack.

He would need 30 attack, since anything wielded is a weapon, and you need 30 attack to wield addy melee weapons.

anyway ive seen many level 3 accounts with that... an example would be da smack foo... hez in mining guild (F2P) with rune pick.
