Not always. There has been weeks where there is no updates.

There is allways an update, jsut whenever there is no ingame update there is out of game update. This week's news i not even a out of game update.

Jagex said they will have one major update every month and three minor update every week (except for the week of the major update)

Judging from this, Hunting is probably gonna be the major update for the month. This latest update was just a bluff, I hope.
Also, they are going to have to release the quest, and the quest did hint that it'd use the Hunter skill. Trust me, JAGeX does release quests on time. You can't do the quest w/o the Hunter skill, so Hunter is gonna need to be released soon too...

Eagls' Peak Quest Is the quest you have to complete in order to start the Hunting skill

well JAGeX has released updates on tuesday as well sometimes... if it doesnt' come out tomorrow, then that will be the case.

based on what we all see when we wake up tomorrow, eagle's peak will either be a hunting based quest or a starter quest, like rune mysteries or druid circle
