While I agree, they should be charging for that other version of the game known as 07, there are certainly not more people playing it as opposed to those playing the current "real" game of RS. The numbers on the old school game have been dwindling since the first few months of play.
I don't really see any reason for them to charge for 07. When you compare the two, 07 requires drastically LESS resources and is substantially MUCH cheaper for them to run. It is also a functioning non-buggy game so doesn't require the constant attention that EOC still needs.
They already require $8 a month to be a member even if you're just playing 07, that's $3 more than most players paid in 2007. If anything, consider that your price increase.
If the current member prices + SoF + SGS aren't paying the bills but just member prices did 5+ years ago, then I think they have a bigger problem. Their costs could not have possibly gone up that much so either they're spending a heck of a lot more than they should be or they've done something to lose players.
