Lucien has been rumored to be the human manifestation of Zaros, aswell. There can't be two Zaros...can there? O_o Well, seeing as Bob flat out admitted it, I'm pretty sure Lucien is just a crazy evil dude that wants to take over the world. :D

By the way...I'm guessing there are more conversations with Bob when you talk to him with a cat or overgrown cat, rather than a kitten like I did for that one convo. But, I've traded my cats and overgrown cats for death runes, so I can't test it out right now. Anyone with a cat or overgrown cat that has a Cat Speak Amulet care to try it out if you see Bob? :)
