There's a lot to the art of sailing ... but it could only be a complicated method of navigating the water. Depending on the size of the boat, it could take multiple people in order to not run aground or crash into something.

There's already decent water transports for a small fee, no need to add the extra content when there's quest series that need finishing and whatnot.
