How many quest points do you have

I have 242. Got my quest cape at level 68 and am currently 72, and only got those levels through quest bonuses.

I am still very unhappy about the combat level 85 requirement for Dream Mentor.

Like combat level 85 is any sort of indication of 'killing ability' (to coin a phrase).

What quest(s) do you lack to regain your cape?

Dream Mentor. I though I ranted pretty thoroughly about that. My combat level is 72. They made an arbitrary combat level requirement for that quest.

Had it been 70 str, att, def, or anything else, I would not be complaining. With a 70 stat, you are just about guaranteed to be level 85 combat. You could also have level zero str, att, hp, have 56 prayer, and 99 mage and be combat level 85.

I also have the newest quest to do, so I am missing 2 quests to be able to wear my cape again.

Did you "go out of your way" to get these quest points or did it just gradually happen over time?
