F2P pays too...it is called advertising and I would wager Jagex makes more off of advertising then they do off of P2P.
If this was true, then Jagex wouldnt have a p2p, because they would just give ads to all players instead.
Jagex just throws ads on f2p for a little extra income.
On the topic: Jagex can't be everywhere at once. With over 100,000 players on, it is hard for them to process through the thousands of reports that wanna be mods send in.
Also there are more f2p worlds than p2p. If they didnt care about f2p, they would make less worlds and force people to fight for a spot on ANY world.
The f2p is mostly made to be like a demo to p2p. They hook you, you get bored of being limited to a small number of things to do, you start paying 5$ a month because you are hopelessly addicted

First of all when managing a business like runescape...you have to be more complex then how much money you are making this month. Jagex wants runescape to last a long time...So like a bank they ballence there assets. Banks constantly do this you have longterm investments, midterm, and short term...ie loaning money. For runescape it works the opposite way...you want to retain a stablity for the game. Also, membership in runescape flows...you don't have a stagnant, hardcore group. Even the members are very versatile...people are constantly moving "up" to WOW or to mmorpgs. So Jagex has to retain a strong F2P base for continually gaining members. However, they also can't have too many members...as if it is all members and no nonmembers, they won't get any corporate sponsors through advertising...a source of revenue that grows exponentially as the games number of f2p players fast out grows that of the p2p. Thus it is beneficial for Jagex to keep both parties happy. That being said I don't think it would be very difficult for Jagex to monitor the f2p worlds more closely...all they need to do is be in worlds 1,3,4,5 watching the market, or any other world watching the mines or forests (i.e. Yews). That is where 80% of the breaking of rules happen in f2p.
