I've been killing Dust Devils for a week with no Rune Javelins in that time, then I decided to go to world 18 and I kept getting them...

Are drops fixed on certain worlds or something unfair like that?

I doubt that, I don't go to Dust Devils often but I don't think the drops would be less rare on special worlds.

The drop thing has always confused me. I think there might be some method to the madness, but then I think they just have a random number generator that determines when things are dropped.
