Guildwars has this feature. If your are in a Guild, after your name is a 2-4 character text that you choose to represent your guild, and when in towns the tags of people in your guild or guild alliance are colored gold, to make em easier to spot. So as an example, heres my GW name as it appears to me:
Neithan Diniem [Aman]
And a Guildmembers' name or an Alliancemembers' name in a town looks like this to me:
Delduwath Seregauko [Aman]
Elinor Yelis [CCCd]
And as for all the other players, their names appear like this in a town:
X Deatheater57 X [PvPr]
If your are in a party in an explorable area, the tags are not shown to make it easier to locate key people in the group (such as the guy getting slaughtered at the frontlines, or the enemy player in pvp that needs to be interupted)
Each Guildleader chooses the Guildtag as he is creating the guild. Guilds can use the same Tag, but to tell the difference between them the colors of the tags are different to members of those particular guilds.
If RS were to implement an idea like this, Im sure that CPKing would be more enjoyable, as it would be by far easier to tell party members apart.

Tag groups probably would only be able to form on the boardering towns of the wild, or within 100 squares of the boarder, to prevent the tag names cluttering the chat and such in the rest of the world, and to allow the group to return to a town (Edgevill most likely) to restock or re-group with recently deceased members without having to go to the trouble of re-starting the group.
And as for the idea that "What if it came from WoW?" What does it matter? WoW has Goblins, and so does RS. Does that mean that RS stole the idea from them? No, that idea has been in most RPG games sence the Genre began. I promise you that MANY of the ideas in WoW were used by previous games long before Blizzard got into gaming, same goes for every RPG out there. This is how games build on themselves and grow, they implement useful ideas into their games that worked in others. They just need to make it Unique to themselves and not copy exactly as the others do.
To avoid confusion in the Wild, Tags could easily be made to be unchangeable once you have entered into the Wild. This would stop any "runners clan"
To keep track of party members, you could have a specific "Tag List" selectable from the top of the "Friends List" menu. There you could see the names of those in your group (Or alliance, see below). More options here would be the options to add and remove members from the group, selecting the tagname, (Choosing alliance groups, again see below) and so on.
As for the Wilderness Cape, Ever run into another group with the same cape color? Its a true pain. Group Tags on the otherhand would change that by having priority over the "cape tags" that are currently used. This would make it so teams with the same cape but different tags would have the "Attack" option for the other group first, and not the "Walk Here" option.
Example: Your tag is [Kill] and you have the team cape 40. You go to the wild to PK and you run into another group. They also have the team cape 40, but not your tag. Thus on the Minimap their blips would remain white, sence they are not in your party. Even if they had the same Tagname, they are not in YOUR group. Each tag would have a random number imbeded within it ( very easily done ) that would be given to your party and yours alone as long as you have the tag implemented. So even if someone else had the same tag, the number would be different and you could tell the difference. This also answers all other questions or doubts about "They have the tag aswell" or "Their tag name is the same as ours".
As for different Tag colors, I think making the color based on if their in your group or not would be the best corse of action.

PK Alliances.
It wouldent be hard to make an alliance system in this manner also, Only thing needed would be that before entering the Wild, you could Invite another group to an alliance with your Tag. This will allow for more strategic PK moves. Example:
you form a large 4 group alliance, grouped as such:
Mage squad Range squad Melee squad Lure Group (squad names are just an example, you could be groups bravo, rouge, and wasp, whatever you want to call yourselves...)
Each of their tags would be different, but to you their tag colors are green( or any other color Jagex could choose to represent an ally tag group ). This type of organization could lead to massive coordinated PK wars/Strikes, and all easily done, even for Jagex. To other people your tags look like any other tag group, but youll know the difference and be able to use it to your advantage. This could lead to "Tag Chat" and "Ally Chat"or whatnot so you can comunicate orders to the group stratigically, without the target knowing the full extent of their demise.
