Wha he means me criminals, is the people in Lletya who're fighting against the elves of Priffdinas. You first meet them in MEP1, I think.

I thought the elves of Prifddinas and Lletya were allied and fighting against King Tyras' men :S?

Well, Kin Luthas of Ardougne is working with the Priffdinas elves to get rid of Tyras in regicide. I'm not entirely sure what happens in mep1 and 2 because it's been a while since I did them on my last account, but if I remember right, mep1 is about making the sheep look plagued again to keep the Elven Mourners around, and mep 2 is about th Elven Mourners finding something in the temple (the death ruins).

The Lletya elves are fighting against the Priffdinas Elves, but I can't remember why.
