How they could get one is to pc to 99 hits. Thats the only way to get 99 hits without having another combat skill at 99 I believe.

They could also get 98 att, 98 str, 98 def, 98 mage, and 98 range, and the mage was obtained by using actual attacks, not alching or teleporting, ect.

As others have said, it's not really that hard to get if you're determined.

What I'd really like to see is an untrimmed Slayer Cape, that's definitly harder to achieve

Yeah its hard to have 99 Hp. But the cape looks better with trim
