Yes it is. That's why jagex stopped the trading of items between games when rs2 came out.

You must trust the other person will actually give it to you after the first trade.

Therefore, due to scamming Jagex outlawed it.

Yeah they stopped rs2 to rsc trading along time ago.. But your question is answered, yes its against the rules
