Whats the most expensive outfit a F2P player with no skill levels or quest points can wear?

Shade robes, blue phat, power ammy, diamond ring, iron battleaxe, colored gloves, leather boots, iron kiteshield.

By the way, In world 1 yesterday, there was a lvl 3 wearing a blue phat. He also had 3 other party hats in his inventory!
