well i cant be sure, as i didnt make it, but it looks like a runescape screenshot, duplicated (Ctrl+J) then gaussian blur (filters > blur > gaussian blur - set to around 4px) then the blending mode set to overlay. oh and then text added |

I think robert is affiliated with Jagex or something, because there is no elk on runescape last time I checked, but hey runescape can be really random at times. Ok that done with, I dont think its gaussian blur. I think its just really shiny, Lol.

You make it shiny by duplicating - gaussian blurring - setting layer mode to lighten or such Doesn't work on sigs too well tho |
