It looks like you took a picture from somewhere, and messed it up with paint.

If I had to rate it, I'd give it 1/10. No offense though.

If you are looking for a program, Macromedia might be a good choice for you. (Go on the website and click on Fireworks MX, and download the free 30-day trial)
