Well ive been using Paint.NET because it is easier than GIMP.

Ive made 3 and here they are.

Sythe if you use Adobe Photoshop (7 and up i think) go into-
- Filters>Distort(i cant remember if thats the one)>Noise that set it to the amount you want.
- Then go Filters>Blur>Motion blur and set it at the angle you want it to appear as.
