If the area bothers you, just don't go in there.
It doesn't really effect other forums.If there was a post requirement, I think it would just create a larger volume of spam in other forums. More people posting subpar for post count. And once they got the requirement, they're gone and only come to bump their topic.
And removing the area completely might have recruiters creating the topics in RS General.
The area doesn't give post count either so they're still in risk of getting their account deleted if they choose not to post, when a user prune is done.
If it really is that much of a problem I think something else than a post count requirement should be added. Maybe something like requiring a visible link to here on their mainpage/forum index to have a topic in there.
