It's already out:

http://www.runescape.com/kbase/viewarticle.ws?guid=Christmas_2007

Reward is:
  • A snowman area the size of Draynor Village
  • Snowballs that can be thrown at other players
  • A total of eight different snowmen that can be built
  • New item and emote!
I haven't actually felt like doing it yet, so I don't know the exact item, etc.

Well these are the rewards.
WARNING!
Spoiler for Holiday rewards:

I'll just sum up the rewards.
You get a snowglobe that gives you an iventory of snowballs and it has a nice little emote when you shake it, it snows around you.
You also get some hats that you can use on snowmen to make animated snowmen with personalities.
You get the ability to throw snowballs at other people and make snowmen.
You get a dodging or dancing emote called the snowman dance.
That's all! Enjoy.

Realising this, she's sent out a band of snow imps to RuneScape's major cities to make it snow and spread Christmas cheer. You'll be able to find snow imps wandering around in Draynor and Falador, with more imps in the members' only cities of Ardougne, Burthorpe and Rellekka.

I'm assuming that would be correct in their own article. Though, it wouldn't be a bad idea to read the whole thing, like Alex said.

The best place is north of draynor bank. Look for the blue colour imp. Other location seem to be random, meaning sometime the imp disappear
