If I were to get a dragon axe and full lumberjack, I will need:
  1. 3.0-3.2 M (Dragon Axe)
  2. In aid of the myreque (Temple Trekking)
My questions are:
  1. Will I need to do darkness of hallowvale for the lumberjack outfit?
  2. Does the lumberjack outfit give an exp bonus, a speed bonus, neither, or both?
  3. What speed bonus would d axe and lumberjack together have vs rune axe and lederhosen?
  4. In your opinion, is it worth the time and money to get the dragon axe and full lumberjack for the speed/exp bonus?

Does the lumberjack outfit give an exp bonus, a speed bonus, neither, or both? It gives an xp bonus when cutting.
What speed bonus would d axe and lumberjack together have vs rune axe and lederhosen? Quite a bit I would say, maybe saving like 10 minutes per 5k logs, any bonus is still worth it, I think.
In your opinion, is it worth the time and money to get the dragon axe and full lumberjack for the speed/exp bonus? I think it is worth it.

Yes you need to do Darkness of Hallowvale in order to get the Lumberjack clothes.
It gives an exp bonus, but no speed bonus.

Will I need to do darkness of hallowvale for the lumberjack outfit? No, you only need to do Darkness o' Hallowvale if you want to beable to trek people back to Burgh'de rott. I suggest doing this as it speeds up trekking tremendously.
Does the lumberjack outfit give an exp bonus, a speed bonus, neither, or both? Full gives a 2.5% experience bonus.
What speed bonus would d axe and lumberjack together have vs rune axe and lederhosen? Only as much speed bonus as the D axe gives which I do not know.
In your opinion, is it worth the time and money to get the dragon axe and full lumberjack for the speed/exp bonus? No and no. Trust me, i've spent days trekking (around 5) and then I finally got my first (and last) lumberjack top.(I stopped trekking once I got it because it was so boring) The lumberjack top is the hardest piece to get, the other pieces are fairly easy and won't take too long. As for the D axe, I don't know i'm not a WC expert.

I suggest reading up on Temple trekking in the RS KB before you start trekking.

P.S. I didn't think Lederhosen gave a WC bonus, does it?

spend 3 full weeks temple trekking and have lots of boots, hat & legs but no body. Not so easy to get full lumberjack.
