Can people who have not completed the quest wear them, and it's just buying them that only Relekkans can do, or do people need to do the quest to wear and buy them? |

Only have to do the quest to buy them and have your shoes changed. Anyone can wear the Fremminik capes and clothing. Hope this answers your Q. |

Thanks. I was wondering because the Runescape knowledge base wasn't very clear and I had never had a chance to try it out myself. A mod can lock this now. |
