Thats how they make the NPC look..I thought legends cape are white.. |

Yes legend capes are white, and I think the wizards haveing Blue capes that look similar is just a coincidence |

They're not Legends capes, there just in that shredded design. Some of the new wildy capes are now in that shredded design too... |
