Best spell to train magic would be none of the above... Crumble undead is the best damage spell to train magic with. It gives an average of 53xp a spell and water blast (the highest blast you can do) only gives an average of 42.5 exp a spell. The only disadvantage of Crumble Undead is that it does not give autocast  and you can only use it on Zombies, Ghosts, or Skeletons..
So if you wouldn't want to use that I would suggest bolt spells. (or strike spells if you low on cash or gonna make the runes your self) |

I agree with Mike. Possibly the best places for Crumble Undead would be in the Varrock Sewers, Draynor Manor (upstairs where ghosts are). If there are any better places, correct me. 
You should only train magic with the number of runes you can possibly afford. I paid probably 350K getting 62 magic-65 magic and I was on a tight budget back then. Other than that, either use Crumble Undead or bolt spells. They're both pretty alright training. For bolt training, places like the popular Wizards Tower (with the caged Lesser Demon) are alright, and so are places like the Hobgoblins in the peninsula near the Crafting Guild and the other places mentioned. Bleh, I can't think of many more places, my brain is tired from school exams.

if you were p2p, i would recommend using strike/bolt spells on blue drags or black demons.. gives good exp.. i lvled from 39-50 using mostly bolt/strike spells cause i can barely afford deaths. |
