First you need to be able to make wine. You also need to have started "The Rag and Bone Man" and saved one person from "Recipe for Disaster"

What you do is you go to Fortunato in draynor and talk to him about vinegar then buy all of the jugs of vinegar and bank them. Get as many as you need for the level you want to get.

Then go to the culinaromancer's chest in lumbridge and buy the grapes form there whilst emptying the jugs of vinegar. Once you have emptied the jugs you need to fill them with water and then use the grapes with them
there you have it UBER CHEAP COOKING EXPERIENCE

There is 1 way similar for f2p. The only thing you need it's 35 or so cooking lvl. Just go to the cooking guild and there is respawn of grapes and jugs. There it's a sink... so you know the proces. Of course for very high cooking lvl lobsters should be the way. :D

Or if you're p2p, buy out the catherby fishing shop, bank it, change world, buy it out, cook them, sell them, and repeat.

You get 200 xp. Thats 80 xp better than lobsters. A little harder to get but no doubt easier when you have the Culinaromancer's chest.
