I think all it requires is that you have that skill on the ruenscape hi-scores. Otherwise, FredBot\whoever does it wouldn't be able to track progress you make.

I do have that skill on the hiscores, and it still says that I can't join. |

I'll join, I know that i won't get any levels (well, maybe a couple) but i want to see if i do get any xp over a month somehow (other than the new quest needing higher than 62 mining and getting my to get up to the level) it might just be lamps and books of knowledges. |
