This is basically a budget computer, I bought it refurbished for $300 at Best Buy so it was actually a very good deal. When I bought it, it came with Windows Vista Pre-Installed, and I Installed Windows 7 myself just after the release candidate was released to the public.
Edit: Recently reinstalled vista and bought a new monitor and speakers.
