Apparently Party hats are dropping in 07Scape. I'm in no mood to buy membership just to play the 07 days (as much as I want to). I have no idea how common they are, but if they're fairly common and going for 10gp (I've heard people saying that), can someone reserve a set or more for me? :D They're honestly not going to be worth **** for a loooooong time but I want a set bad, just for the appearance (because I could never get one myself :( ). My dream would be 100 sets but that's either really unrealistic, or that's only like 50K. Anyways if someone could reserve some set(s) for me that would be great. I'm sure plenty of people here (who play 07) already have an entire set, and they stack so no harm done as long as it's not getting in your way. Thanks if anyone would volunteer to do this. I'm looking forward to playing 07 in the future (if Jagex's slimey greed can back off a little) but I'm not willing to pay for it (at least yet).

From what I've read, they drop One Rare in One Spot on each world each hour. Considering there is still a solid 18k playing 07 at any given time, it's not exactly easy to get the pieces unless you know exactly where the possible spawns are and are working with a team to cover them all.

That said, I do not have any rares yet(though I haven't been on 07 much the past week either).

Rares weren't put back into 07 when the OSRS was added. So they are adding them back in by doing a very slow trickle drop.

They don't know how many there were.

One is spawned on each world. If this spawn is found another will spawn in a different spot in one hour. There are roughly 25+ potential spawn points on each world. 62 worlds times 24 hours(assuming the item is found instantly) is 1,488 rares entering the game each day. I believe each rare is being released for one month so 1,488 times 31 days is 46,128 rares per month, maximum. Considering none will be found instantly we can safely remove at least 1, probably 2, from the potential found each day for each world(62 worlds times 22 spawn-hours is 1,364 per day). The spawns on some worlds will take hours for people to find due to various reasons(most notably, no one on that world is actively looking in the right spots). That will further reduce the number.

I doubt more than 30k rares are entering the game each month, even that number is probably higher than actual.

The way they are doing it is stupid though. They should either do a normal drop like they did 9 years ago or they should only give the rares to those accounts that were registered before or on the appropriate date to get each respective item.

How it works is that there is one single rare spawn for each server. For the partyhats there are over 100 places in Runescape where they could spawn. When someone picks it up, it instantly moves to another spot. Or if no one gets it in 30 minutes, it changes spots. So it's not like they're giving everyone a rare, although they said that everyone would receive a rare during the holiday events......... which is a TERRIBLE idea. So if you happen to get one while they're being dropped, sell it while it's still worth something.
